Receipt is acknowledged of your favor of December
19th with further reference to shipments from Chicago to
Bangkok, 81am and Bourabaya, Java, detained by the British
authorities at Hongkong.
Since received your letter we have again carefully
looked over documenta covering shipments referred to in papers enclosed with our letter addressed to the Department
of State dated July 31st, and find that we did not ship
condensed milk.
Our shipments were made on a through B/L from
Chicago to Bangkok and Sourabaya and we cannot understand
how Mr. Spilman could have arma and ammunition concealed in
cases shipped by us.
As previously stated, we do not want the British
Government to think that we would connive or take part in
concealing arms and ammunition. To pack goods of this kind in a separate box, stencil the contents on the outside
of the box and show the full description in our shipping
documents.
